Redevelopment vs. Reconstruction in Seoul: A Practical Guide
Understand the difference between redevelopment and reconstruction, the main project stages, the logic behind estimated member contributions, and what to verify before relying on a number.
1. Start with the project type
Both can result in new housing, but they begin from different legal and physical conditions. Always verify the official project type first.
2. Read the current stage, not just the project name
- 1. Planning / district designationConfirm the project boundary and the starting planning framework.
- 2. Promotion committee / associationCheck how the project entity is organized and what approvals or consents have been completed.
- 3. Project implementation planThe building and business plan becomes more concrete.
- 4. Disposition / member allocationRights allocation and member payment structure become more specific.
- 5. Relocation / demolition / constructionThe project moves into the physical construction phase.
- 6. Completion / move-inConstruction and transfer procedures reach completion.
This is a simplified flow. Actual procedures can differ by project type, public support, plan changes, litigation, financing, and approvals.
3. Estimated member contribution is the result of several assumptions
Estimated contribution = member housing price − (pre-project asset value × estimated proportional ratio)
This mirrors the structure explained in Seoul's public contribution-estimation material. The inputs can change as appraisal, project costs, financing, sales assumptions, and plans change.
Pre-project assetAppraised prior propertyNot simply today's market asking price
Estimated proportional ratioProject-level assumptionDepends on expected project income, costs and total prior assets

4. Five things to verify first
- Project type: redevelopment or reconstruction
- Current official stage
- Latest construction and total project cost disclosures
- Current appraisal / proportional-ratio / member-price assumptions
- Reference date of every number you are using
